A poorly-placed utility pole blocks a sidewalk. A wheelchair user would have difficulty getting by on the sidewalk, and might have to ride in the street with traffic for this block. The Americans With Disabilities Act (ADA) requires government programs to be accessible. Claims by a city that sidewalks are not a government program were thrown out by the courts.
